Sheriff’s office looks to upgrade software

REED CITY — Osceola County Undersheriff Justin Halladay would like to see a new reporting software system for the sheriff’s department and jail as soon as possible.

Halladay shared with members of the Osceola County Committee of the Whole during their meeting Tuesday morning about the challenges the department faces with the current records management system.

“Our software is currently LEMS, through the FSG Software,” he said. “We’ve had it for a long time, all the way back to 1993 when we initially started with the program.”

Halladay said over the years, there have been updates, as well as changes with additions of different programs and integration with different software.

“It’s been operating well for us, but for the lack of a better term, its time has passed,” he said.

The current software contract was signed in 2013 and runs until 2018, Halladay said.

However, because FSG has been sold multiple times and those companies also were bought out, Halladay said he’s unable to find a physical location of the company and it has caused additional problems waiting for support services.

“We were informed they will no longer support LEMS and there will be no more upgrades available to it,” he said. “Our support we do have with it is spotty at best.”

After listening to software company proposals, Halladay sought approval for the department to solicit proposals for new software.

“We have a good idea what we need and how we’d like it,” he said. “You really see how far behind we really are when you see some of the new stuff that is out there.”

County Controller Sue Vander Pol said it’s impractical for the sheriff’s department to have to wait for technical support.

“They can’t wait days before they get the help they need,” she said.

Officials granted Halladay’s request.

Commissioners also approved the following items Tuesday:

  • A rate increase of the county’s health insurance premium for short-term and accident insurance for an additional $456 per month to cover outstanding claims by employees;
  • Permission for a bad debt write-off for $41,556.45 for Emergency Medical Services; and
  • Accepting the resignation of Kenneth Clark, who provided mechanical and plumbing inspection services for the county.

Items approved by the Committee of the Whole were approved during the Osceola County Board of Commissioners meeting.
